Ellis Update
I've spent most of the day writing and have the makings of a pretty big headache. On the upside, I just finished writing the section on Damage and Healing. And earlier in the week I finished combat. All that's left of the rules now is Religion, Experience and Crafting.
Crafting and Experience are mostly written already, so maybe I could do all those next week? That would be great because then I could use the week after to write the large examples I still need to write. Then squeeze in some editing and I could be done by Thanksgiving? That's the goal anyway. We'll see how it works.
OryCon is one of the weekends in there and while it will eat up some time I'm sure it will invigorate me.
In other Ellis news the Pallazo game is going very well. We had a few sessions were only one player showed up (so
chromiuml and I played Agricola instead) but we've gotten some good gaming in the last few weeks. Last week in particular, they managed to start seeing the political machinations that I've been building (albeit slowly) up to. The looks on their faces when they realized that all of those little clues actually added up to something were priceless.
Now we start to hit the part of the game that I think is best. Now that they understand the setting and the people, they can start plotting their own courses through it. Since they understand the politics (at least some of them) they can affect them in an active and purposeful manner. It means I really have to start thinking on my feet as they start meddling.

But honestly, he just doesn't care about who killed the Primate. And he really needs to get back to the Otters.

Do keep in mind that while you have made this declaration several times to the other players, it has not come up in character. And it hasn't been that long, you arrived in Lycea the day before yesterday.
Something else to consider is that you obviously have enemies. Enemies that tracked to to Lycea and could have killed you. The current leader of the Otters is missing and has been for over a week.

As for the enemies, they are probably in Ellis as well, so he can look for them just as well.
And he goes want to find out what happened with the Primate, but it's not a hugely important goal for him. It would be great to have that prestige, but not at the cost of the Otter's.

Up until last week, Bart has played along and been interested in the Primate thing. He even decided to come along to Lycea despite the fact that he had just started a war for the Otters to deal with. This, to me, would indicate having the Primate mystery as a main priority.
However, when one looks back at how you have RPed Bart, he has definitely put the Otters first and only helped with the Primate thing when it was convenient.
So the question is, why did Bart come to Lycea if the Otters are his true focus? Perhaps he was just interested in a quick resolution in order to get some credit? I thought he was interested in investigating El Recluso too...
I will be interested to see how you RP this out and explain why all of a sudden Bart doesn't care about the Primate thing anymore. He also really doesn't seem to care about the capture of the leader of the Otters. Those same people who kidnapped you might be the ones who kidnapped the former leader of the Otters. Weren't you also interested in finding out more about El Recluso while in Lycea? Wouldn't it be important to make some use of the trip and hopefully find out some information that might help you in the war?
I think that, more than our last campaign, this is really a big picture, politics and mystery sort of game (which I am totally loving!). All I hope is that you take that into consideration when Bart makes his decisions...
A side thought--maybe it would be interesting to have a priority on goals that acts as some sort of bonus when you are cashing things in (higher priority items = more points)? I think perhaps some of this confusion between GM and player might have been reduced if Chubling had to prioritize Bart's goals so the GM would have some idea of where the character was going. It would also help the player make better decisions for their character since they will sorta have been forced to list rank their goals.
